Man charged after package with drugs found

A suspicious package sent to a residence in Owatonna has landed a Texas man in jail facing felony drug charges.
The Steele County Attorney’s Office has charged Roberto Rocha, 35, of Odessa, Texas with first-degree possession of cocaine and fifth-degree possession of a controlled substance. Both counts are felonies with the cocaine charge carrying a maximum sentence of 30 years in prison and a $1 million fine.
On April 20, MSP Airport Police contacted the South Central Drug Investigation Unit (SCDIU) regarding a suspicious package that was being sent to Owatonna. Airport Police said a K-9 alerted on the package. Detectives opened the package to find 54.5 grams of cocaine and 139.3 grams of marijuana inside of what appeared to be a birthday present.
Detectives with Airport Police teamed up with agents from SCDIU to deliver the package to 224 Linden Ave. A detective drove a UPS truck to the residence and dropped off the package at the front door. A short time later, a man came out of the house to retrieve the box.
After the package was delivered, a man in a Lincoln drove into the driveway and went into the house.
Police executed a search warrant at the house. When officers announced, “police search warrant,” nobody responded from inside the house. Officers noted there was an “overwhelming odor of marijuana” coming from the house, court records said. They entered after announcing several times with no luck in getting anyone to respond.
A man came out of an upstairs bedroom and identified himself as Randy Robert Rocha, police said. However, officers were aware that Randy Rocha was in custody for narcotics crimes in Olmsted County and knew the man they were speaking to wasn’t who he said he was.
Police eventually determined the man was Roberto Rocha, who had a federal arrest warrant out of Texas. The warrant was a detainer for failure to comply with federal probation for a weapons conviction.
During the search warrant, agents found several large bags of what appeared to be marijuana on the bed, according to the complaint. Police also noticed the box that had been delivered was opened and the marijuana was on the bed.
The complaint stated the package of cocaine that had been delivered was found under the mattress in a bedroom.
Rocha is being held in the Steele County Detention Center.
