Owatonna names new finance director

After almost a year without an in-house  finance director, Owatonna has finally found a replacement.

Alicia Fischer began as the city’s finance director on Sept. 28. She replaces Emily Burns, who left last November in what was later learned to be a cloud of disagreement with City Administrator Jenna Tuma. Burns is one of six directors who have left the city since Tuma became the city’s top leader in August 2025.

During the interim, Owatonna has been utilizing Abdo Financial Solutions at $17,500 per month. The position was not posted until June.

Fischer brings extensive municipal finance experience, including her 10 years with the City of Waseca, where she served seven years as finance director. In that capacity, she led budgeting, financial reporting, long-term fiscal planning, and the implementation of best practices in public finance.

“As we continue strengthening our financial operations and aligning them with industry best practices, Alicia’s experience and leadership will be invaluable,” Tuma said. “She has a proven track record of guiding municipal finance departments with precision, transparency, and strategic foresight. We are excited to welcome her to the City of Owatonna.”

Fischer, who has lived in Owatonna for many years, said the opportunity to serve the community she calls home was a central factor in her decision to join the city.

“I have loved living in Owatonna, raising my family here and seeing so many great things happening across the community,” Fischer said. “I wanted to be part of continuing to make Owatonna a great place to live and a thriving community. When I saw the job opening, it felt like the right move — a chance to bring my experience and knowledge to the table and serve the community my family and I are deeply invested in.”

In her new role, Fischer will oversee financial planning, budgeting, reporting, and compliance functions. She will work closely with city leadership and all departments to ensure strong fiscal stewardship, sustainability and long-term financial health.
